Naughty Cat, Nice Cat

Hey guys, got a question for you all
I have two cats, both from the same litter, one is female and the other is male. They're both 10 years old now, neutered/spayed, and are mixed breed (they were rescued from the streets when they were 2 months old or so).
The female one can be really annoying sometimes. She'll follow me up to my room and meow at me and scratch my chair. I'll tickle her and she'll respond to it, but once I'm done she'll start meowing and being annoying again.
I'll pick her up and put her on my lap, but then most times she'll just jump off and continue to be annoying. Sometimes she stays on and has a bit of a sleep, but only if I put her on my lap. She also never really purs.
If she sleeps on my bed she'll sleep further down, and will wake me up in the morning to let her out of my room by either meowing at me or smacking me in the face.
The male cat is different. He used to be slightly bity and aggressive, but nowadays he's really nice. He rubs against my legs and hops onto my lap, and never meows. He purs really loudly and tends to stay put. If he sleeps on my bed he'll tend to sleep on top of me, or in the crook of my arms/legs, and he doesn't mind if i wake up a lot later than him.
Why are they so different, and why is the female one annoying? Is there some underlying issue with her? How do I correct/fix her behaviour?

I need advice, /an/
I have a 1 year, 2 month old veiled chameleon that suddenly started hissing at my girlfriend and me any time we go near him. He's always been pretty friendly around people, especially my girlfriend and myself. Why the sudden behavior change? Is he okay?
I feed him crickets, he usually eats anywhere from 5-12 a day, give or take 1. I just recently got him a new 2' x 2' x 4' cage, new lights, new stuff to climb on and a huge 6 foot silk tree for him to climb in, which he loves (Pic related, it's his cage and stuff). Before that, he was in a glass 6" x 1' x 2' cage, which was way too small. He doesn't have a dripper or any water system for reptiles, but we make sure his cage stays damp and even give him water by hand with a spray bottle every day.
So what's the problem? Is he just overwhelmed? Or is it something I'm doing wrong?
