Watched a YouTube video recently that said you could make one good battery out of two bad ones. How do I tell which cells are dead if the pack won't take a charge?

Posted this on /g/ initially, but was referred here. When do you know if you should use a protection diode? Should I just randomly scatter them across a circuit? The only time that makes sense to me is when you're using an inductive load. I'm designing a chip that accepts 12V power. Should I put one across those terminals? Also: do all inductive loads require a resistor? Seems like it would just draw a lot of current without a resistor.
