No, since the boosted voltage has nothing to do with the fan input assuming the circuits are assembled in parallel.
The booster uses more current, you might to watch that.

Yes, that's parallel, even if the booster drains 1.88 amps, as long as the sum of the currents of the fan and the booster don't exceeds 2 amps (the rated current of the PSU) nothing should go wrong.

I think your biggest regret would be that the really cheap ones sometimes are incorrectly wired and can kill you. Take it apart and check the wiring before turning it on.
