The F-16 was designed to fight threats for the '70s and '80s. It's been updated like all good air frames but that doesn't change the overall structure. When potential enemies are working on new designs to beat your current air frames, why just slap a new radar/FCS/engine in there and call it good? These mods cost significant cash and there are diminishing returns. The F-35 is somewhere in around $100 million flyaway. I'd bet it has a better chance to be standing on both legs in the 2030 threat environment while the F-16 would be significantly hobbled on what it can do where.

Here's the thing. You can only fit so many aircraft onto a carrier. So buying a lot of cheap aircraft just makes your force projection weaker. If your carrier holds 90 aircraft, you want those 90 aircraft to be the best they can be. Buying 180 cheaper aircraft doesn't benefit you because you can only bring 90 aircraft to the fight in the first place.

Same applies to airfields. Buying more planes than you have space for doesn't save you money.

The JF-17? It's better than the MiG-21 (which it was built to replace), but at best it's nothing more than the Chinese equivalent to the Gripen, and that's making the generous assumption that the electronics are as good as they claim.

It ranks with other budget fighters like the Gripen in that it's really only going to be a good option if you're not planning on facing an opponent who can field a modern fighter, but you still want something capable of more than COIN.
