I didn't say all villains were blonde, just that all the blondes were in some way misguided. Voldemort was originally black haired, brown eyed and named Tom of all things, but I think part of the point of his character was that he rejected Rowling's idea of wholesome ordinariness.

It's a criticism of JKR's writing. Not style as such, but it's under the same umbrella as the thread topic.

And it's obviously supposed to be meaningful in the books. The Dursleys are snobbish and blonde with a bullying son. Their direct counterpart in the 1st book are the Malfoys, who are snobbish and blonde with a bullying son, who is compared to the Dursley's son the moment he's introduced.
