With the advances in modern chip making do full frame sensors still have an advantage over micro 4/3rds?

Definitely.

Noise at higher ISO's isn't much of an issue anymore.
But dynamic range and colors are.

I have a D800 and I don't like to shoot above ISO 800 becasue there is clear color degradation.
That's ISO 200 on 4/3

Yes. As modern chip making improves, both large and small sensors advance. In the case of Sony, who are currently the creators of the most common high performance sensors, 135 and APS-C are progressing at an equal pace, keeping the performance gap about equal. While the Four Thirds sensor makers are making exceedingly efficient sensors compared to Sony, their technology advantage is relatively small and still behind (although not far) Sony's APS-C chips.
