is it normal for the bokeh to become more oblong as you go further from the center of the shot?

or is that just my shitty kit lens?

its normal, happens on almost every lens when shot wide open. its called mechanical vignetting.

Yeah it occurs naturally. It's the angle of the light going through your lens. It's like looking at a ring you wear on your finger from an angle. It looks like an oval.
