OP deleting his own thread

So for a while now I have been getting a lot of threads where their maker deletes them when their trolling attempts are subverted too strongly. Actually I try to get them to do this on purpose because it's funny to me and because I don't exactly like what they're trying to do. The problem is that it stifles any discussion that doesn't go exactly as OP wants it to. If I or someone else or several other people say too many things that OP doesn't like, he'll just delete his thread so people can't share in that. Worse, he'll just start a new thread immediately about the exact same thing and say all the exact same stuff and hope that people like me have quit browsing for the moment.
I was wondering, would there be some way to link OP's password for the deletion of posts and threads to his IP, so that if he's constantly changing IPs for the purpose of samefagging and ban evasion and whatnot, then he can't delete his own threads and posts without going back to the old IP? It would add yet another hurdle to spam and copypasta and all of that, like IDs added and captcha added, without really impacting anonymity or user-friendliness for normal users. I know this isn't the place for suggestions, I guess there is no place for suggestions right now, and I don't know if anyone that reads this cares or could do anything or pass on the idea, but I thought it was a good idea.
