Avatarfagging as a rule

Why is avatarfagging against the rules? People do it all the time, only you account that as being "posting a meme picture lole" because it might be doge, or Costanza. I have been avatarfagging across many boards, most importantly recently as Kojima. Even if he thinks we're australians.
It's an image board. Being anonymous isn't a must, especially considering most boards now use an ID-system which essentially forces an identity on us. Many mangas, series, games, movies and so on have characters with vibrant personalities and very expressive faces. You are effectively disallowing the usage of images on an image board.
I can understand if someone posts a picture just for the sake of a picture accounting as negative avatarfagging, but I don't see the issue of it when you're literally helping a general, or a thread out by being productive and allowing people to identify you through images, rather than using a trip.
So yeah. Thoughts?

Look guys, we need to bring back 4chan cup threads.
They didn't add any more shitposting than the boards that they were on usually had. Without them, we've had to rely on managers that don't know what they're doing, or just throw games outright & ignore what the fans of their team want. Viewership has been halved with the ban on Cup threads, even with the ads we put on 4chan. There are so many boards that want to discuss their specific Cup team but can't because of the ban.
Just 1 cup thread for any board that wants one. You can ban anyone that tries to make another 4CC thread other than the main one. Please, just bring them back.

Is Global Rule 3 ever enforced? Because /mu/ is absolutely crippled as a discussion board for about half the day, every day, due to exactly this behaviour.
