They're argument was as follows:

Basically the rule was to prevent like Italy hosting one year, then germany the next, then spain etc.etc.

FIFA can bend the rules as they like are I think it's fair tbh. Australia is nothing like Qatar. Different culture, weather, time zone, it's fucking miles away and they're only in the AFC for increased competition.

As for Uruguay/Argentina, FIFA have toyed with the idea for years. Simply put they hate joint bids and we won't see another joint bid for many many years. Secondly FIFA aren't impressed with Uruguay's infrastructure, and Argentina would need a lot of investment. It's not worth it when they know England want it, and would be a nice way to celebrate 100 year anniversary of the World Cup with the "home of football".

FIFA aren't keen on going back to the USA so soon. That's the word from inside, they're happy for a second US World Cup but not for another 30 years or so. Brazil waited 64 years to host again, England have been waiting for 50 years +, France waited 60 years. USA 1994 was 20 years ago, which in FIFA terms is like yesterday. Mexico hosting twice was due to an emergency with Colombia. FIFA don't want to repeat that ever again (hence why they're doing everything to make Qatar work). Well USA's bid in 2022 was never gonna win, it always was the bid with the most corrupted money involved so FIFA weren't happy with that. I know i'm not senior within FIFA but I attend enough meetings and conferences to know a rough idea. They have this thing called the "40 year map", and it's basically a rough outline of the next 40 years of World Cup tournaments, of course things change but there's no doubt USA will either be 2042 or 2046.

FIFA don't want the same 8 big big countries hosting the WC over and over again, so they want to push countries like Portugal, Argentina and even talks of Indonesia to host the event, with more support from FIFA than say England or USA would get.

Besides the stadiums from 2004 are beautiful, are a high quality and big enough, the only thing would be whether the countries economy at time of hosting would be strong enough to support it.
