Are all of the Paizo adventure paths full of overleveled NPCs and HD-advanced monsters?
I've been playing Kingmaker for the past several months. I don't know if it's the GM's fault or the adventure path's fault, but kingdom-building has been taking a backseat to Wilderness Exploration Simulator 2013 and Generic Dungeon Crawl Simulator 2013.
But that's not my main problem. My biggest problem is that I've been noticing a trend of monsters that are just advanced specimens of low-level monsters, and a shitload of NPCs who have lots of levels for no good reason. There's been advanced owlbears, advanced trolls, advanced giants, advanced everything.
Right now, we're level 11. You'd expect us to be doing some pretty crazy shit now, right? No.
The adventure path is currently having us liberate a small town with a population of 1,000 from a corrupt ruler. You know, a typical low-level adventure. And the NPCs we've been fighting, like court wizards and minor aristocrats, have been ridiculously competent, maybe level 8+.
For fuck's sake, the small town's court wizard threw out a Disintegrate and a Chain Lightning. Those are 6th-level spells. He was at LEAST level 11.
We actually fought the baron and halfway through, the GM told us that, no joke, the book stats him out as a level 12 fighter/rogue. What the fuck? This is a minor noble ruling over a small, population ~1,000 town.
I'm not feeling like a heroic badass at level 11 when the NPCs are overleveled and the monsters are just advanced versions of low-level monsters. Do the other adventure paths get any better?

Would you ever play a cartoony game wherein people fight often but nobody ever gets killed (except off-screen, or in backstories), and everyone only ever gets beaten up, captured, mind controlled, or beaten back into their senses so that things can be talked out?
Sort of like your average kids' show with evil-fighting tykes, early superhero comic books, or even just Touhou.

This is getting almost too much for you. First you have a confused night, wondering if anyone has been killing anyone, and then just as Elina comes into your room and shares the bed with you and things seem to be going well-

Less than a day ago you were in the same position, playing video games, and now... her shoulder, too, is warm, very warm, when you touch it, and you can't resist sliding your arm around her shoulder. But she does not yield to being pulled into an embrace.

Only now do you realise she's not really crying, though she *is* shaking. But then what with? Frustration... anger? If anger, what's she angry at? What the hell did Kelvin do? Elina sits for what feels like hours, and then finally her hands leave her face. When she turns to you, her eyes are clouded.
'Do you want to know who Kelvin really is?' She mutters. 'Look, if I tell you, you must pretend to not know. Pretend I said nothing. Okay?'
What kind of condition is that? The possible things Kelvin might be flit through your mind, but then Elina squeezes your hand painfully hard, just for a moment. 'Ow!'
'Okay. Okay.' You can't think to say otherwise.

The previous regime believed in set in stone classes. Classes of Farmers, classes of tradesmen, classes of rulers. Each family put in it's place and helped if need be by helpful lords who set rules about what is "fair". It had a quaint and romantic charm. But that order was stifling to the drive of mankind! A farmer's son with a mind suited for machinery or music would be forced to till the fields until he died! And a Lord's first born son who was a stupid cruel drunkard would be given control of his domain, and run it into the ground! Simply due to a fluke of birth! How shamefully wasteful!
