Driver's Licence in Europe

I recently moved to the south of France, and I am interested in buying a scooter. I've looked high and low for the prerequisites for purchasing a scooter and driving with a foreign driver's licence, but I keep getting different answers.
I currently have a Californian Motorcycle and motor vehicle licence, and I also have an International Drivers Permit issued by AAA. I plan to purchase either a 125cc or 150cc scooter, not for highway use.
Does anyone know this French regulation?

I found a useful site (in my opinion) that talks about travel destinations with safety tips, health, things to do, history, etc. and it looks to be well maintained.

I will be going a trip to France and Italy next summer, spending a week in each. I already speak Spanish fairly well so I will be alright in Italy. My question is would it be worth learning some conversational French between now and then? I'll be going to Paris, Versailles, Lourdes, Nice, and Monoco.
Also, how would an 18 year old American do picking up girls in France? What about in Italy? Anything else y'all reccomend I do?

I'm a 22 year old guy who lives at home, work at a shitty medicine technology lab and I just wanna get out of here. You see this isn't the first time I've been thinking like this. When I turned twenty I was so sick of my hometown I just packed my bags and moved to spain. One problem, I didn't have more than 600 euros with me so who am I kiddin? I had to go home after two months. 6 months later after working as a salesmen I saved some money and went to work in Cypryus. The job was steady pay and I met some pretty cool guys. We went to Malta and all we did was just party, party, party.. So with no money left after 6 months I had to go home. Again.
And now I just wanna go to thailand so fucking bad.. I train MMA but the gym is located pretty far from where I live and I have no drivers lisence.
So that's my biggest issue. My mom wants me to get my lisence and move out ASAP. And I just wanna grab my stuff and move to thailand, because this time it's gonna be different. I know a guy who can get me a job and I just wanna train and work. That's all. Plus I have a good salary at my current job so this time I won't leave with 600 euro :)
Sooooo what do you guys think I should do? Should I stay and work for some months and get my drivers lisence or should I go to thailand asap?
