Driver's Licence in Europe

I recently moved to the south of France, and I am interested in buying a scooter. I've looked high and low for the prerequisites for purchasing a scooter and driving with a foreign driver's licence, but I keep getting different answers.
I currently have a Californian Motorcycle and motor vehicle licence, and I also have an International Drivers Permit issued by AAA. I plan to purchase either a 125cc or 150cc scooter, not for highway use.
Does anyone know this French regulation?

I have no friends, no gf, no social interaction at all.
I used to have but those days are gone.
I used to travel much with people and I loved it.
But I can't travel alone. I'm not comfortable with it. I haven't done it much later and when I did I had because of work. I don't know what to do, I waste days and nights doing nothing, I always feel weird, judged.
How to change this? Any perfect places to go? I'm also a little fat.

I've been thinking of doing something in the Highlands, and perhaps later on, Tiger Leaping Gorge, Yunnan. Any advice, experiences etc?

Hey /trv/, sorry if these are common questions, I read through the sticky and didn't find answers.
Anyway, what is the cheapest route to get from NYC area to literally anywhere in Europe? I want to backpack Europe, specifically Poland, and I'd like to see the UK as well, but really I'll take anything, I'm trying to do it on a budget more than I'm trying to go to a specific place. Also, what's the cheapest time of year to fly? (or rather, when SHOULDN'T I fly? I assume anytime around christmas is super expensive, along with common summer vacation months) I don't have any time set I want to do this, just a wanderlust from having lived my whole life in a single time zone.
