A similar thing happened near me, it was a power plants transformer (I think thats right) shorting out

Me, my dad and my cousin were outside and all our vision went completely white for a short period of time.

the flickering looks to be from the camera trying to readjust after the flash, and the lights that did go out are street lights that have photosensors to control on/off. if you notice, the building lights, that aren't photosensitive, stay on.
